A Collaborative Design and Implementation of the Finnish Teacher Education Development Programme

In the presentation, national level teacher education policy and implementation of the policy will be analysed. National aims (Finnish Teacher Education Development Programme) for Finnish teacher education were designed collaboratively by the Finnish Teacher Education Forum during the year 2016. The forum consisted of 70 experts, representing policymakers, universities, applied universities, principals, teachers, students and other relevant stakeholders. The forum discussed research outcomes related to teachers and teacher education, organised national web-based brainstorming and several meetings. Three strategic domains of aims were identified for teachers’ pre- and in-service education and for their continuous lifelong professional learning: a broad and solid knowledge base; transformative agency; and competences for developing teachers’ own expertise as well as that of their schools. Furthermore, the forum recognised six development actions and financed 45 pilot projects. Pilot-projects were monitored through meetings and using questionnaires during the years 2017 – 2020. Typically, the projects involved several universities and providers of education and were collaborative and contextual in nature. In addition to the national and local meetings, these projects helped realise the strategic aims of teacher education practices and supported the professional learning of teacher educators. The national aims were updated based on the pilot-project outcomes during the years 2020 – 2022.

 

Jari LavonenUniversity of Helsinki

Professor of Science Education at the University of Helsinki, Finland. He is currently a director of the National Teacher Education Forum and Chair of the Finnish Matriculation Examination Board. He has been researching both science and technology and teacher education for the last 34 years. His publications include 160 refereed scientific papers in journals and books and 160 books on education for science teachers and science education.
